General terms:

These official rules determine the procedure of the dog sled Race for long distance “Baikal Race 2018” (hereinafter the –Race), rights and obligations of the parties and other parties.

 

  1. Race organizers:

    1. “Baikal Dog Sledding Centre”.

    2. Regional Public Organization “The Federation of Dog Sledding Of Irkutsk Region”.

 

  1. Date of the Race: 03.03 – 10.03.2018

    1. The Race will be held in one stage from 3rd to 10th of March 2018.

    2. The official starting time at 5 p.m. (local time), near an icebreaker “Angara”, microraion Solnechnyy, Irkutsk.

    3. location: Irkutsk, Irkutsk region, Russia

 

  1. Disciplines and distances:

A distance multi-day Race. The start for all disciplines and distances will be held at the same date and time:

3.1. Skijoring: 56 km, 155 km.

3.2. Dog Sledding: 56 k., 155km, 500+km.

  1. Entries:

5.1.Preliminary entry

Entries will be accepted at the official website http://www.baikal-Race.ru/ru/, or by mail: This email address is being protected from spambots. You need JavaScript enabled to view it. in the following order: discipline (skijoring, dog sledding), distance (56km, 155 km, 500+km), a full name of a participant, age of a participant, dog’s breeds, name of dogs, age of dogs, e-mail, telephone numbers.

5.2. One entrant is able to submit only one entry for one discipline and distance.

5.3. Entries will be accepted till February, 15, 2018 inclusive.


6.Entry Fee, Terms of payment.

Entry Fee: 

Dog sledding 500+km -8000 rubles;

Dog sledding 155km – 6000 rubles;

Skijoring 155 km – 6000 rubles;

Dog sledding 56 km – 5000 rubles;

Skijoring 56 km – 5000 rubles;

Entry Fee will be accepted till February, 15 2018 inclusive.

 

Entry Fee Including:

 registration;

 taking part in race;

 bib number;

 veterinary inspection;

 straw for stake-outs.

 7.Terms of Payment:

in case of cancellation after 15.02.2018 the entry fee is non-refundable.

In case of no-show, the entry fee is non-refundable.

 All the fees shall be transferred to Sberbank card № 4817 7600 6119 5057 (Bahareva Daria Olegovna). The Organizing Committee reserves the right to refuse entry of any entrant due to the reasons that are quiet strong from the organizers point of view.

 

  1. Musher Qualification. 

A musher is qualified to submit an entry to “Baikal Race” if:

8.1.1. For all disciplines successful completion of the race “Baikal Race 2017”( without regard for the result).

8.1.2. Skijoring discipline- a document which confirms running of 10 km for 40 minutes (speed 15 km/hour) in a season 2017-2018.

8.1.3. Dog sledding discipline- a document, which confirms running of 40 km and more in a season 2017-2018.

8.2. A musher is 18 years of age of the starting date of the race, who must sigh up for the race till 10.02.2018, enroll and pay the full amount of entry fee.

8.3. A musher younger than 18 years can take part in the competition only with written authority of parents or conservator. He/ she should also provide his\her certificate of birth.

8.4. A musher must follow all official rules of Race, instructions and decisions of the Race Marshal.

8.5. A musher must sign up the organizing committee due time, which is written in the Race programme.

8.6. A musher must fill a document, where he/she confirms his understanding of risks of the Race. In a case of refusal to sign up this document, a musher is not allowed to participate in the Race.   

8.7. A musher must wear the bib, which should be provided by the Race organizers, during the Race (at the opening and closing ceremonies, movement along the route, checkpoints, victory ceremony). The bib must be visible. A musher is not allowed to start or continue his/her route without the bib.

8.8. Mushers have personal responsibilities for their personal and other participants’ belongings.

8.9. A musher shall assist to veterinary during dogs’ veterinary examination.

8.10. Inhuman treatment to animals and contempt to other people is not allowed.

 

  1. Number of dogs.

9.1. Skijoring 56 km: start not more than two (2) dogs, at least one (1) dog at the finish line.

9.2. Skijoring 155 km: start not more than two (2) dogs, at least one (1) dog at the finish line.

9.3. Dog sledding 4-6 dogs – 56 km: start four- six (4-6) dogs, at least three (3) dogs at the finish line.

9.4. Dog sledding 6-8 dogs – 155 km: start six- eight (6-8) dogs, at least four (4) dogs at the finish line.

9.5. Dog sledding 10-12 dogs – 500+ km: start ten- twelve (10-12) dogs, at least six (6) dogs at the finish line.

10. Dogs Requirements.

10.1. Dogs of any breeds can take part in the Race.

10.2. 56 km distance. The dog is 12 months of age as of the precede date of the Race.

10.3. 155 km, 500+ km distance. The dog is 18 months of age as of the precede date of the Race.

10.4. Veterinary certificates, including fury vaccination (not earlier than one year and not later than 30 days before the starting date of the Race) have to be delivered to the Race organizers.

10.5. All dogs leaving the starting line should be identified by a microchip and proved documents.

10.5.1. After starting date of the Race any dog cannot be changed or added. Any dogs’ changing between sleds are prohibited.

10.6. Form №1 should be provided for all dogs (the necessity of the form is still being specified).

10.7. Decisions and demands of the chief veterinarian are considered being final.

10.8. Pre- Race veterinary exam, registration, chip scanning and tagging of dogs must be done due time of the Race programme. Only tagged dogs are permitted to the Race.

10.9. Veterinarian exam of dogs is provided throughout the Race route.

10.10. A dog which has no veterinary exam, registration and tags are not allowed to take part in the Race.

10.11. Any dog that expires on the trail must be taken by the musher to the next checkpoint. The Race Marshal or chief veterinarian should be informed as soon as possible. All dog deaths will be treated as a priority with every effort being made to determine the cause of death in a thorough and reliable manner.

10.12. Dogs deaths resulting in disqualification are:

10.12.1. Sighs of cruel, inhumane or abusive treatment;

10.12.2. Cause of death is heat stress and hyperthermia:

10.12.3. Cause of death is dehydration:

10.12.4. A musher will be disqualified if he/ she had been advised in writing by a Race veterinarian or judge to drop the dog at a previous checkpoint, but opted not to do so;

10.12.5. A musher hides the fact of dog death (howsoever caused death)

 

10.13. Pre-Race Veterinary exam.

The chief veterinarian and veterinary team will make veterinary exam. The exact time and location of the veterinary exam will be given in the Race programme, which will be a part of preliminary information set for mushers. Or all mushers will be informed by other ways, but not later than 3 days before the Race.

10.13.1. All dogs are available to be subject to pre-Race veterinary exam at the appointment time and place. Any dog without a certificate of good health will not run in the Race.

10.13.2. Common rules about doping and the list of prohibited drugs of IFSS are applicable at the Race.

The usage of any peroral, local administration, inject substances, which arrests any pain, is prohibited during the whole route of the Race (from the first meeting of the mushers to the finish). Any substances or artificial methods, which may increase dog’s physical performances, are prohibited.

 

10.14 A short list of prohibited drugs for use:

- Anabolic steroids (such as nandrolone or equipoise)

- Analgetics (which available without perscribtion) – such as codeine, opiates

- Anesthetics- such as diphenhydramine

Anti-inflammatory medicine,  including:

- Corticosteroids (such as prednisone, dexamethasone, cortisone, etc.)

- Antiprostaglandiny (such as benamin)

- Non- steroidal anti- intlammatory (such as Rimadyl)

- Salicylates- topical and oral administration (such as aspirin)

- DMSO (dimethylsulfoxide)

- Bronchodilators (such as theophylline)

- Stimulants (such as caffeine)

- cough preparations (such as dextromethorphan)

- diuretics (such as furosemide (Lasix))

- Muscle relaxants (such as methocarbamol)

- Tpanquilizers (such as acepromazine)

- Drugs that stimulate the heartan danticholinergics (such as atropine and digoxin)

- Erythropoietin (EPO)

 

10.15. The usage of any drugs for dogs, behind the Race veterinary, is prohibited during the whole route of the Race (from the first meeting of the mushers to the finish). Dogs are subject to the collection of urine, blood or fur samples, at the discretion of the testing veterinarian, at any point from the pre-Race examination. If the test analysis reveals the usage of prohibited drugs, the musher will be disqualified.

10.16. Veterinary can use the drugs from prohibited list for dog’s treatment only when them are dropped from the Race.

10.17. ANY INJECTIONS ARE PROHIBITED during the Race. In case of injection the dog is subject to be dropped from the Race. Hidden injection is subject to impose penalties, even disqualification.

10.18. The chief veterinarian and the veterinary team will be responsible for veterinary checks from start to finish of the Race. They will be also  available during checkpoints during the route.

10.19. Mushers must follow all requirements of the veterinaries, regarding their care, feeding and treatment.

10.20. The chief veterinarian and the Race Marshal will determine whether the dog should continue or be dropped from the Race due to the reasons that are quiet strong from their point of view.

10.21. The chief veterinarian and the Race Marshal may suspend any dog from taking part in a certain stage of the Race due to the reasons that are quiet strong from their point of view. A dog may continue the Race only with permission of the chief veterinarian and the Race Marshal. The lack of permission is subject to impose penalties, even disqualification.

10.22. Only the official chief veterinarian from the official veterinarian team has the right to exam, treat and give recommendations about dog’s health. Otherwise, the judge officials and the veterinarian team have no responsibility for dog’s health. A musher, who receives veterinarian assistance from other people, is subject to impose penalties.

10.23. A musher must inform the chief veterinarian about all medicines, vitamins and extra feeding, which are taken by dogs during the Race.

 

11. Race route.

11.1. The maximum length of the route is 500+ km with intermediate finish of 56 km and 155 km.

11.2. The width of the route is 1.5- 2 m.

11.3. Elevation is not more than 450 km.

 

12. Route marking.

12.1. Red light- reflecting tags will tag the route.

12.2. A distance between tags form 100m to 300m depends upon difficulty of the route.

12.3. Tags are located right in the direction of motion.

12.4. Tags will be provided with warning signs in the form of intersecting strips of reflective material in order to indicate dangerous areas of the Race route. Two parallel strips of reflective material will indicate the end of a dangerous area.

 

13. The Race Passing.

13.1. A musher must pass the whole route, which is determined by the organizers.

13.2. A musher may be on the sled, push off leg, running around the sled.

13.3. A musher, who loses the sled/ dog, must find it and take any assistance in order to back sled/ dog.

13.4. Passenger’s transportation is prohibited, except those cases that are triggers by critical situations.

13.5. Any person can stop and hold free sled/ dog. Any assistance is limited by holding the sled, except cases where a free or uncontrolled team poses a real danger to themselves of other people.

13.6. All care and feeding of dogs will be done by mushers, except that assistance which is permitted by the Race Marshal for all mushers.

13.7. A musher, who was withdrawn form the Race or left it, must officially inform about it at the next checkpoint.

13.8. A musher should make a stop out of the route in order to avoid interfering with others movement.

13.9. Leaving any litter on the route layovers and checkpoints is prohibited.

13.10. Dog’s changing on the route is prohibited.

 

14. Dropped dogs.

14.1. Dropping dogs is allowed only at the checkpoints.

14.2. Technical maintains of dropping dogs is the responsibility of a musher.

 

15. Assistance for a musher:

15.1. Assistance is prohibited from the start of the Race to the finish.

15.2. A musher is allowed to receive help only of one his/ her assistant in the preparation for start area. The assistant must have the badge with the last name of the musher.

15.3. In case of dog dropped / sled dropped by the decision of the Race Marshal or the chief veterinarian, the evacuation of dogs and/ or the whole team is applied by the organizers.

 

16. Dogs Housing:

16.1. Dogs are placed on the stake outs. Stake outs are arranged close to mushers’ accommodation at all checkpoints.

16.2. Dog’s accommodation indoors, in cars is prohibited.

16.3. Straw for stake-outs is provided by the organizers.

16.4. Unlimited cold water is provided be the organizers.

16.5. A musher is financially responsible for any damage of property at the accommodations.

16.6. A responsibility of a musher:

16.6.1. To organize stake- outs, feeding and care of dogs in specially designated places;

16.6.2. To organize preparation and feeding and watering of dogs.

16.7. Feeding and dogs care is made outside of in technical premises.

 

17. Territory cleaning:

17.1. A musher must clean the area of stake- out. The organizers provide mushers with necessary equipment and garbage disposal bags in order to grab litter.

17.2. No litter of any kind may be left on the trail, in camps, or in checkpoints.

17.3. Start from stake- outs may not be made until cleaning.

 

18. Layovers. Time for stop at the checkpoints:

18.1. There is a mandatory time for musher’s stop during the Race. Time starts to be counted from finish at the checkpoint as soon as a musher informs the Race Marshal or volunteers. A musher may decide to spend more time for rest. However, his start time begins when mandatory time will run out. Additional time will increase final time.

18.2. For distance 56 km the mandatory time for stop is not allowed.

18.3. For distance 155 km the mandatory time for stop is four hours. A musher can choose any checkpoint for his/her mandatory stop.

18.4. For distance 500+ km the mandatory time for stop is eight hours.  A musher can choose any checkpoint for his/her mandatory stop.

 

19. The Race route. Checkpoints:

19.1. The Race route will be given to the mushers at the mandatory joint meeting of mushers.

- Start- an icebreaker “Angara”, microraion Solnechnyy, Irkutsk

- Movement along the ice river until the checkpoint Sibirskaya Zaimka (30 km)

- Then along the ice river until the village Bolshaya rechka

- Then passage to mainland parallel to Baikalskyy high road

- Then crossing the high road and follow until the checkpoint Pribaykalskaya hotel (finish 56 km).

 

19.4. For distance 155 km

Start- an icebreaker “Angara”, microraion Solnechnyy, Irkutsk

- Movement along the ice river until the checkpoint Sibirskaya Zaimka (30 km)

- Then along the ice river until the village Bolshaya rechka

- Then passage to mainland parallel to Baikalskyy high road

- Then crossing the high road and follow until the checkpoint Pribaykalskaya hotel (finish 56 km).

- Then through the pass Chelpanovskiy and the pass Chernayy until the camp the checkpoint Priut Starateley (72 km)

- Then till Listvyanka village the checkpoint Baikal Dog Sledding Center (88km)

-  Then through the Nikolskaya Mountain until the checkpoint Pribaykalskaya hotel (95 km)

- Then through the village Bolshaya rechka until the checkpoint Sibirskaya Zaimka (122 km)

- Then along the ice river until an icebreaker “Angara”, microraion Solnechnyy, Irkutsk.

 

19.5. For distance 500+

- Start- an icebreaker “Angara”, microraion Solnechnyy, Irkutsk

- Movement along the ice river until the checkpoint Sibirskaya Zaimka (30 km)

- Then along the ice river until the village Bolshaya rechka

- Then passage to mainland parallel to Baikalskyy high road

- Then crossing the high road and follow until the checkpoint Pribaykalskaya hotel ( 56 km).

- Then through the pass Chelpanovskiy and the pass Chernayy until the camp the checkpoint Priut Starateley (72 km)

- Then till Listvyanka village the checkpoint Baikal Dog Sledding Center (88km)

- Further route will be specified later

- Then the checkpoint Gornolyzhka (488 km)

- Then passage to ice of bay until the checkpoint Kurma (522 km)

- Then passage to ice of Angara river

- Then movement on ice of Angara until an icebreaker “Angara”, microraion Solnechnyy, Irkutsk (finish 545 km).

 

20. The Checkpoints:

20.1. There are the checkpoints during the Race route in order to provide security of the Race participants and control their movement.

20.2. The representative or representatives of the veterinarian team will work at a checkpoint.

20.3. A communication with the head office will be organized in some checkpoints (this information will be provided at the joint meeting of mushers).

20.4. The work of volunteers will be organized at the checkpoints in order to control movement of the participants and to assist mushers in the cases due to the official rules of the decision of the Race Marshal.

20.5. A musher may decide to spend more time for rest. However, his start time begins when mandatory time will run out. Additional time will increase final time.

20.6. The Race Marshal should take a decision about a musher’s withdrawn if a musher reaches the checkpoint with less than minimum number of dogs.

 

21. Shipping and Logistics:

21.1. Food and gear for dogs and mushers will be shipped to the checkpoints before the date of the Race start.

21.2. Food and gear should be packed in polypropylene bags and marked with name of mushers and destination.

21.3. The organizers have no responsibility for safety and entirety of all kind of bags.

21.4. The shipping of food and gear is provided by the organizers of the Race.

21.5. A musher must prepare all necessary stuff for shipping himself.

21.6. Prepared and packed necessary stuff must be provided to the organizers not earlier than three days before the Race but not later than 24 hours before the start.

 

22. Equipment:

22.1. Every musher is responsible for provision of warm clothes and suitable equipment for logging in low temperature for himself/ herself and the team.

 

22.2. Sled’s equipment:

22.2.1. Sled with load platform not less than one meter, equipped with braking devices and a platform. A platform should be equipped with the place for necessary equipment and for a tired or injured dog.

22.2.2. Two hooks.

 

22.3. Skijoring equipment:

22.3.1. All dogs in harness must be constantly bended to a musher with the help of ski line.

22.3.2. The length of ski line should be minimum 2,5 m and maximum 3,5.

22.3.3. Ski should be safe for dogs without metal and sharp nose.

 

22.4. The required Bundle for Sled Dogs and Skijoring:

The judge controls the availability of the required bundle before and during the Race. The Race Marshal can check it at any checkpoint.

All equipment should be in operative condition and can be used for the purpose specified. The following equipment is necessary for security reasons of a musher, dogs and other people in extreme and non- typical situations.

22.4.1. The list of the necessary equipment:

- Bib (starting number);

- The Race route;

- Magnet compass;

- Spare gloves;

- Warm socks

- Back up food for a musher;

- Matches or lighters;

- A gas burner, a gas balon or an alcohol burner , alcohol (155 km, 500+ km);

-A vessel for boiling water;

- An axe or a hunting knife;

- A kit for repair works, for instance, Multitool;

- A wide scotch tape;

- Headlamp and extra batteries.

For dogs’ stake-outs:

- Stretching (cable) or chain harnesses;

- A dog lead and a chain for skijoring;

- A dog lead and a chain for dogs’ evacuation;

- Dogs shoes, not less then four for every dog;

- Healing ointment for the paws of dogs;

- Extra food for dogs (dry food 0,3 – 0,5 kg, or natural food 1 kg per one dog;

- Dishes for distribution for dogs;

- First aid kit: self- adhesive bandage; further selection hemostatic sponge/ or brilliant green/ or hydrogen peroxide;

- A sleeping bag ext – 30 (155km, 500+);

- A mat;

- Two roads flare (155 km, 500+ km).

22.4.2. To be advised:

- Non- alcoholic beverage for a musher;

- Sunglasses;

- A cell phone;

- Spare warm gear for a musher;

- Body cloth for dogs;

- A tent.

 

23. Start. Finish. Results:

The Race Marshal has the right to change the start order and the interval depending on weather conditions, qualifications and number of mushers. Any changes will be announced before the start.

23.1. The start Order:

23.1.1. Dog sleds start first.

23.1.2. The order of starts is determined by the draw procedure.

23.1.3. The draw procedure will take place during a week after the registration is finished for each distances and discipline separately.

23.1.4. The draw procedure will be filmed and published.

 

23.2. The start order:

23.2.1. Mushers of sled dog discipline – 500+ km, 155km, 56 km;

23.2.2. Skijoring participants – 155km, 56 km;

23.2.3. The interval between disciplines is ten (10) minutes.

 

23.3. Sled Dog start:

23.3.1. Sled Dog Start is determined according to front line of a sled;

23.3.2. Separate start with two-minute interval between mushers;

23.3.3. The countdown begins on sled scheduled start time.

 

23.4. Skijoring Start:

23.4.1. Skijoring Start is determined according to ski nose.

23.4.2. Separate start with two-minute interval between mushers;

 

23.5. A musher, who does not start at the appointed time or does not leave starting line during half time of the starting intervals, will be announced as a “last starter”. He/She can restart in the end of his/her discipline. However, a musher can be announced as a “last starter” only once. In a case of late start for the second time a musher can be disqualified.

 

24. Starting interval compensation at the first checkpoint Sibirskaya Zaimka:

24.1. At the first checkpoint Sibirskaya Zaimkathe a musher is obliged to linger minimum for a time equal to the difference of the amount of the starting intervals and start time (the first to start lingers time= the start time+ time of all intervals before the start of the last participant).

24.2. After the compensation of the starting interval, the order of the finish will correspond to the rating of the mushers.

24.3. Time delay is calculated by the timekeeper, who informs the mushers.

 

25. Finish:

25.1. A sled is determined finished when the first dog crosses the finish line.

25.2. A skijoring finish is determined due to a ski nose.

25.3. Finish lines:

- Mushers for 56 km finish at the checkpoint “Pribaikalskaya hotel”;

- Mushers for 155 km finish near an icebreaker “Angara” in Irkutsk;

- Mushers for 500+ km finish near an icebreaker “Angara” in Irkutsk;

25.4. Results:

25.4.1. A winner of the Race is that musher, who spends less time for passing the distance, taking into account the possible penalty time.

25.4.2. The time of the mandatory stop is not included into a total result time.

25.4.3. In case of equal time between mushers, they will share the same placement, but the next placement will not be awarded.

 

26. Time limit for passing the route:

26.1. For 56 km distance – limit is not determined.

26.2. For 155 km distance – 24 hours after the first musher.

26.3. For 500+ km distance – 24 hours after the first musher.

 

27. Award:

27.1. The mushers of first three places will be awarded by medals and diplomas, prizes from the organizers and sponsors.

27.2. All the mushers, finished the distance, are awarded by diplomas, prizes from the organizers and sponsors.

 

28. The Race officials:

28.1. The Race Marshal.

28.1.1. The Race Marshal is responsible for following the official rules and aspects of the Race (from the mandatory joint meeting of mushers till the victory ceremony).

28.1.2. All decisions of Marshal are considered being final.

28.1.3. The Race Marshal has a right to change the procedure of the Race and the event schedule, if he considers this necessary.

28.1.4. The Race Marshal has a right to withdrawn any dog/ sled dog from the Race, if he considers this necessary.

 

28.2. The Chief Veterinarian of the Race.

28.2.1. The Chief Veterinarian of the Race manages the veterinarian team in order to control conditions of dogs of mushers, dogs’ treatment if necessary and consultancy of mushers about dogs’ treatment and care.

28.2.2. The Chief Veterinarian has a right to withdrawn any dog/ sled dog from the Race, if he considers this necessary.

28.2.3. All decisions of the Chief Veterinarian, regarding dogs’ health and wellbeing, consider being final.

 

28.3. Assistant Marshal

 

29. Security:

29.1. The organizers provide two snowmobiles with radio communication in front of the first musher and behind the tail musher.

29.2. The first aid will be provided at the checkpoints.

29.3. Time and the route of the Race are subject to be registered in EMERCOM.

29.4. The tail snowmobile provides an evacuation of mushers from the Race route.

 

30. Breakings of the official Rules:

30.1. Mushers must follow the official Race rules and decisions of the Race Marshal.

30.2. A musher may inform the race marshal about breaking of the official rules by the organizers and other participants in oral of written forms during one hour after the finish of a stage, where the rules breaking took place.

30.3. Termination of participation in the race (descent from the track) without notification to the organizers of the race entails a penalty in the form of disqualification for the next year.

30.4. Cruel (inhumane) treatment of dogs entails a penalty in the form of disqualification for the following year or more.

30.5. Disrespectful attitude towards people (staff, spectators, rivals) is not allowed, entails a penalty at the discretion of the Marshal of the race.

 

The official rule about the dog sled race for long distance of “Baikal Race 2018” is a ruling document of the Race. The work details are subject to announce during the joint meeting by the Race Marshal, the chief veterinarian and the organizers. In case of mushers’ late arrival, all the information from the organizing joint meeting will be provided promptly and before the starting date of the Race.

This very official rule is an official invitation to the Race!
